10.2 ULB will be deemed to be eligible if it complies with the condition of publishing
28 Service Level Benchmarks (SLBs), as prescribed by the Ministry of Housing and Urban
Affairs (M/oH&UA) in the publicdomain. M/oH&UA will assess these SLBs/performance
indicators before making recommendations for the release of grants. However, in the
case of a newly formed ULB, the condition of publication of SLBs will be applicable
from the next Financial Year.
10.3 FC-16 has recommended that to enhance the credibility of the self-reported
figures for SLBs by ULBs/cities, M/oH&UA may, in collaboration with
State Governments, ULBs and CAG, introduce a certain degree of
authentication/verification mechanism to verify these self-reported
figures.
